The total number of population of the Municipality of Elena is 11 384, including 5588 men and 5798 women. 18% is the population under the age of 18. Capable of working age are 58% of all, over capable of working age are 24%.The age structure in the Municipality of Elena is regressive.

The Municipality of Elena has registered a fall in population during the 1999- 2003 period with 1909 people which is 14,74%. The bad demographic indexes are due to the general social and economic situation in the country and in particular- in the region.
